Your TikTok Ad Can Now Run on 400,000 Apps That Aren't TikTok

TikTok just opened its off-platform ad network to US advertisers, which quietly changes what you're buying when you buy a TikTok ad.

TikTok spent years teaching coaches that an ad has to look like a TikTok. As of this week, the ad doesn't have to run on TikTok at all.

At Advertising Week New York on October 5, TikTok opened TikTok Ad Network — formerly called Pangle — to advertisers targeting the US, its 48th market, extending campaigns to nearly 400,000 third-party apps from inside TikTok Ads Manager. It sits in the same Ads Manager you already use, with brand safety and placement controls.

The detail that should make any coach buying leads sit up: half of the network's users are not on TikTok, according to TikTok. The company puts that incremental audience at 95 million.

What you're actually buying now

The inventory is not a feed. TikTok describes it as nearly 400,000 apps with more than 1 billion daily active users, spread across more than 40 gaming and non-gaming genres. Adweek described the rebranded Pangle as heavy on gaming.

So picture the mechanics. Your 30-second "I help burned-out executives" hook, built for a sound-on, thumb-stopping feed, now potentially appears between levels of a puzzle game to someone who has never opened TikTok.

That breaks three things coaches rely on without realising it.

There is no comment section doing your social proof. There is no profile one tap away for the person who half-believes you. And your frequency read inside Ads Manager now blends two completely different attention states — someone scrolling for entertainment, and someone trying to get back to their game.

None of that makes the network bad. It makes it a different buy wearing the same name.

The performance claim, and its fine print

TikTok is reporting 65% improved cost per acquisition and 63% improved return on ad spend in early testing. Read the source note before you budget around it: the figures cite an April 2024 internal comparison of automatic versus single-placement delivery across global Pangle markets.

That is a comparison of delivery settings, measured by the seller, in markets that are not this one.

Independent eyes are involved. Integral Ad Science is supporting independent measurement for the network, tracking viewability, invalid traffic and brand safety, and DoubleVerify and IAS provide post-bid brand safety measurement.

The rest of the package

The network arrived alongside a wave of agentic tooling. Agentic Leads is an AI lead-generation agent available through TikTok Direct Message and on advertisers' own websites, capturing and qualifying prospects through AI-guided conversations — which is, essentially, a discovery call screener built by the ad platform. TikTok is also allowing advertisers to run campaigns from AI tools like Claude and Perplexity.

"AI is transforming how advertiser content is created and scaled," said David Kaufman, Global Head of Monetization Product Partnerships at TikTok.

TikTok also came armed with third-party backup: Kantar's annual Media Reactions report named TikTok the #1 platform where marketers plan to increase ad spend in 2027, the fifth consecutive year it has held that ranking per TikTok's summary, with 84% of marketers currently placing advertising there.

What to do Monday

Check your placement settings before your next campaign refresh. If your account defaults into automatic placements, your creative may already be leaving the building — and the lead that costs $18 in a mobile game may behave nothing like the $34 lead from the For You page once it hits your calendar.

One caveat worth holding onto: the announcement contains no pricing and no dated rollout schedule for any of the eight items.

Editor’s note: Most coaches running paid traffic will never read a TikTok newsroom post — but this one changes where their creative physically shows up.
